Louis Lou Holtz was born in Follansbee, West Virginia, United States, on 6 January 1937. He was raised in East Liverpool, Ohio, where he used to live with his parents Anna Marie and Andrew Holtz. His father was a bus driver, and his mother was a housewife. His father is of German and Irish descent, and his grandparents were immigrants from Chornobyl, Ukraine. Holtz was raised as a Roman Catholic by his parents.

Holtz went to East Liverpool High School, where he completed his schooling. He later went to Kent State University, where he began playing college football Linebacker. He did very well in his career, and in 1959 he completed his graduation from there. Soon after completing his graduation, he moved as a football coach.
